Article 73 of the Constitution of Pakistan mandates that a Money Bill shall originate only in the National Assembly. Once passed by the National Assembly, it is presented to the Senate for recommendations, but the final authority rests with the Assembly.

Article 62 of the Constitution of the Islamic Republic of Pakistan, 1973, sets forth the criteria and qualifications required for a person to be elected or chosen as a member of the Majlis-e-Shoora (Parliament). These qualifications include being a citizen of Pakistan, meeting specific age requirements, and possessing good character, among other statutory and moral prerequisites necessary for legislative service.

The Senate of Pakistan is presided over by the Chairman, who is elected by the members of the Senate. The Chairman is responsible for conducting the proceedings of the House, maintaining decorum, and ensuring that the business of the Senate is carried out in accordance with the rules of procedure and the Constitution of Pakistan.

Article 93 of the Constitution of Pakistan, 1973, allows the President to appoint up to five advisors on the advice of the Prime Minister. These advisors have the right to speak and participate in the proceedings of either House of Parliament or a joint sitting, but they do not have the right to vote.

Under Article 104 of the Constitution of Pakistan, when the office of the Governor is vacant or the Governor is absent or unable to perform their functions, the Speaker of the Provincial Assembly acts as the Governor until a new appointment is made or the Governor resumes duties.

Article 59 of the Constitution of Pakistan explicitly outlines the composition of the Senate. It specifies the number of members from each province, the federal capital, and the tribal areas, as well as the method of election and the qualifications required for membership, ensuring the upper house represents the federating units equally.

The Senate of Pakistan is elected through a system of proportional representation by means of the single transferable vote. This method is designed to ensure that the various political parties in the Provincial Assemblies are represented in the Senate in proportion to their strength, thereby reflecting the diverse political landscape of the provinces within the upper house of the federal legislature.

Article 63 of the Constitution of Pakistan defines the grounds for disqualification from being elected or chosen as, and from being, a member of the Majlis-e-Shoora (Parliament). Since the Parliament consists of both the National Assembly and the Senate, the disqualification criteria under Article 63 apply to members of both houses, ensuring that all legislators meet the required constitutional standards.

The Speaker of the National Assembly is the presiding officer elected by the members of the House. Their primary role is to maintain order, interpret the rules of procedure, conduct debates, and ensure the smooth functioning of parliamentary proceedings in accordance with the Constitution and the Rules of Procedure and Conduct of Business.

Article 128 of the 1973 Constitution empowers the Governor of a province to promulgate an Ordinance when the Provincial Assembly is not in session, provided the Governor is satisfied that circumstances exist which render it necessary to take immediate action.
